"According to a forecast, in five years’ time a quarter of Scotland’s stores will have closed. It is too simplistic to blame empty commercial properties on the growth of online retail sales and out-of-town shopping centres.
"There are many examples of successful retailers forced to close, not because of online competition but because of high rents and/or rates, out of kilter with current market conditions.
"What the Town Centre review highlights is the need for a bold vision that provides investment opportunities that are market-tested, with the public sector taking a much more proactive and strategic role in prioritising the revitalisation process."
