"The recently published 'Transport – An Engine for Growth' sets out the strategic context to last month’s Spending Review, in which Chancellor George Osborne announced “the largest programme of investment in roads in half a century”.

"Further detail included 221 new lane miles on our busiest roads and a host of major road projects.

"As the introduction admits, 'it has always been easier for transport planners to make the case for joined up planning than to make it happen in practice'. The document raises more questions about the government’s transport priorities than it answers."
