On-street tram constructon can be very disruptive, and therefore very unpopular, although trams can regenerate run-down commercial areas, with disruption forgotten.

It is approprate, given likely passenger numbers, to consider an off-road 'Docklands Light Railway' scheme across outer north London, especially given the existence of possible off-road routes, over publicly-owned land. See this site's Transport page.
