"Retail expert Mary Portas has questioned the effectiveness of the town centre first policy, and said efforts to pilot the recommendations included in her review of high streets were marred initially by 'vague supporting processes' and 'insufficient guidance' by the government.
"... In a 'think piece', Why our High Streets still matter, Portas said government progress following her 2011 review of high streets has been "far slower" than she had hoped.
"She added that 'vague supporting processes' meant 'bumpy starts were the status quo' for most of the 27 pilot schemes that were awarded government funding to trial the review’s recommendations."
